The Victory Monument is a four-sided column with decorative vertical and horizontal projections.
Two groups of differently coloured floodlights illuminated the column. Thyristor controllers adjusted them in opposite directions: as one group grew brighter, the other dimmed.
The beams ran along all four faces. As their brightness changed, coloured shadows appeared to sway, giving movement to the heavy stone structure.
The installation operated every night for a year from 9 May 1996. It was eventually dismantled after the floodlights were stolen.
